A note about Jim Bell and his work, with the other scientist in attribution, Heather Honea. My relationship with Jim was amazing, and I know that many others in the San Diego community had those chances and opportunities. He had this crazy house, and you had notes for how to use the bathroom, and you never knew who you would wind up talking to or hanging out with. Money collected was donated to his work, and I loved him and the people I came to know around him. I miss them all deeply, but have thought a lot about them over the years. I only hope this concept is worthy of their long efforts.
Before anything else, this plan names its foundation. The way of living this plan works toward, right relationship with land, water, animals, and future generations, is not a new idea. It is the oldest idea. Indigenous peoples have stewarded these lands and waters since long before any of the systems 7YOC now works to replace. That stewardship is the ground this whole platform stands on. We acknowledge it here, at the front, as mandatory and permanent, and it runs through every section that follows, not as decoration and not as a single credited line, but as the tradition that grounds the entire mission. Where the use of specific Indigenous knowledge is involved, that use is always governed by consent, relationship, credit, and sovereignty. The acknowledgment of the foundation, however, is not conditional. It is the floor we have built on.
And this plan names its reason. Everything in this document, every target, every team, every sector, exists to serve the commitments set out in the 7YOC Green Constitution in Section IX. The Constitution is not a rule list near the end. It is the reason and the under-girding of the entire program. Read the whole plan as the practical work that those commitments require.
Seven Years of Change was built for this moment.
Not for symbolic climate concern. Not for delayed promises. Not for a polite transition that asks children, animals, forests, oceans, rivers, workers, elders, and future generations to keep absorbing the damage.
7YOC exists to help communities redesign daily life.
And here is the part that makes it possible right now. The people who already know how to build these systems are standing by without work. The federal workforce that has been laid off, idled, or pushed into part-time hours spent years running logistics, nutrition programs, housing authorities, supply movement, grants, and compliance at national scale. Every target in this plan is reachable the moment we organize that workforce, today, into the community teams that build it. The skill already exists. The people already exist. What has been missing is the call to begin. This plan is that call.
The goal is ambitious, but it is not abstract:
Participating 7YOC communities will work toward becoming 100% green across every area of life: food, housing, transportation, energy, water, care, education, materials, technology, waste, land, finance, and work.
This is not a "green branding" plan.
This is a systems-replacement plan, and it is a jobs plan for the people who can staff it starting now.
The global scientific benchmark is clear. The IPCC has stated that limiting warming to around 1.5°C requires global greenhouse gas emissions to peak before 2025 and fall 43% by 2030; the United Nations describes the broader net-zero pathway as a 45% reduction by 2030 and net zero by 2050. (IPCC) The European Union's climate law requires at least a 55% net greenhouse gas reduction by 2030 and climate neutrality by 2050, while Canada's current official target is at least 40 to 45% below 2005 levels by 2030, with a 2035 target of 45 to 50%. 7YOC respects those public targets.
But 7YOC will not wait for 2050.
The 7YOC community target is:
50% reduction before 2030.
60% reduction by 2030.
85% reduction by 2032.
95% reduction by 2035.
100% green operating standard as the permanent mission.
These targets are reachable on this timeline because we do not have to invent a workforce to hit them. We organize one that already exists. These targets apply first to 7YOC-controlled systems: buildings, kitchens, vehicles, purchasing, energy, waste, community enterprises, care facilities, housing projects, tools, food systems, and financial decisions directly governed by 7YOC institutions.
Then the work expands outward into households, neighborhoods, schools, farms, local businesses, and partner organizations.
The first rule is simple:
We control what we build. We measure what we control. We improve what we measure. We replace what causes harm.
I. The 7YOC Green Standard
The 7YOC green standard is built from four major foundations.
First, the climate justice vision carried by the Green New Deal tradition: climate action must create good work, protect frontline communities, repair infrastructure, reduce pollution, and refuse the old lie that ecological survival and economic justice are separate goals. The Green New Deal Resolution was introduced by Representative Alexandria Ocasio-Cortez and Senator Ed Markey, while Senator Bernie Sanders and Representative Ocasio-Cortez also helped advance the Green New Deal for Public Housing framework. Second, the Cradle-to-Cradle standard: products and systems are judged by material health, circularity, clean air and climate protection, water and soil stewardship, and social fairness. (Cradle to Cradle Certified)
Third, the global climate benchmarks: the UN, IPCC, EU, Canada, and other climate-governance bodies have already established that dramatic reductions must happen this decade and we're going to happily help. (IPCC)
Fourth, the 7YOC moral standard:
Nothing is green if it poisons children. Nothing is green if it destroys animals. Nothing is green if it kills trees, soil, rivers, oceans, or workers. Nothing is green if it moves harm out of sight and calls that progress.
Therefore, 7YOC does not define green as "less harmful."
7YOC defines green as moving measurably towards a right relationship with life. That understanding of right relationship, that land, water, and living things are kin and not resources, is itself drawn from the Indigenous stewardship this plan names as its foundation.
II. The Children, Animals, and Trees Test
Every 7YOC decision must pass the Children, Animals, and Trees Test.
Before we build, buy, cook, transport, package, invest, power, teach, or repair anything, we ask:
Does this protect children's bodies and futures?
Does this reduce harm to animals and living systems?
Does this protect trees, soil, water, air, and habitat?
Does this respect workers and communities?
Does this reduce extraction rather than merely relocate it?
Can this product, building, tool, or system be repaired, reused, composted, recycled, or safely returned?
If it cannot, why are we using it?
If we must use it temporarily, what replaces it and by what date?
This is not an exception ledger.
It is a replacement command.
The purpose is not to excuse harm.
The purpose is to eliminate it.
III. The 7YOC Climate Targets
Read these targets with one fact in mind: we can hit them if we organize now. The workforce that can measure, retrofit, route, and account for all of it is already trained and currently sitting idle or underused. Every year listed below is a year of work created, not a year of waiting.
2026: Baseline and Mobilization Year
In 2026, 7YOC measures everything it can control, and it mobilizes the people who know how to measure it. Laid-off and underemployed federal workers who ran national programs are the natural first builders of the 7YOC climate ledger.
This includes:
Food purchases.
Food waste.
Energy use.
Fuel use.
Vehicle miles.
Packaging.
Water use.
Construction materials.
Appliances.
Tools.
Technology.
Banking.
Waste streams.
Vendor practices.
Land use.
Soil health.
Tree canopy.
Heat exposure.
Community health impacts.
The Greenhouse Gas Protocol defines Scope 1 as direct emissions, Scope 2 as emissions from purchased electricity, heat, or steam, and Scope 3 as other indirect value-chain emissions. (GHG Protocol) 7YOC will translate that technical language into community language:
What do we burn?
What do we buy?
What do we build?
What do we waste?
What do we move?
What do we feed people with?
What happens when we are done with it?
That is the 7YOC climate ledger.
2027: 20% Reduction
The first reductions must come from actions that are fast, visible, affordable, and morally obvious. Organized teams of experienced workers can stand these up in months, not years.
By the end of 2027, 7YOC communities reduce controlled emissions and waste by at least 20% through:
Food rescue.
Nutrition HUBS.
Composting.
Reusable containers.
Energy audits.
LED lighting.
Weatherization.
Shared transportation.
Repair-first purchasing.
Local sourcing.
Reduced landfill use.
Reduced unnecessary travel.
Community gardens.
Heat-safety planning.
Water-saving retrofits.
This is the "stop the bleeding" year, and the year the idled workforce goes back to work in service of its own community.
2028: 35% Reduction
By 2028, 7YOC moves from quick wins to system redesign with stringent testing protocols for safety. Green baby Green, no exceptions.
The target is 35% reduction through:
Renewable electricity contracts.
Building retrofits.
Induction and electric cooking where feasible.
Electric-first equipment.
Low-carbon delivery routes.
Regional food procurement.
Reusable packaging systems.
Repair centers.
Tool libraries.
Community compost hubs.
Youth climate build teams.
Clean transportation pilots.
Non-toxic materials policies.
Vendor-screening rules.
This is the "new habits become infrastructure" year.
2029: 50% Reduction
By 2029, 7YOC should cross the 50% threshold.
This matters because it shows that a community-led transition can beat the slow public timeline, precisely because it puts experienced people back to work instead of waiting on permission.
By 2029, every major 7YOC operation will have:
A public emissions baseline.
A food-waste reduction plan.
A renewable-energy plan.
A clean-transportation plan.
A C2C purchasing policy.
A non-toxic materials policy.
A landfill-diversion plan.
A water-stewardship plan.
A living-systems plan.
A youth training pathway.
A community dashboard.
This is the "proof year."
2030: 60% Reduction
By 2030, 7YOC communities reduce controlled emissions by at least 60%.
This exceeds the central UN/IPCC 2030 reduction frame and also exceeds the EU's 2030 target. (IPCC)
By 2030, 7YOC will say:
We did not wait for climate policy to save us. We built climate practice into daily life, and we did it by employing the people the old system left idle.
2032: 85% Reduction
By 2032, 7YOC-controlled systems have reduced emissions and destructive waste by at least 85%.
By then, routine fossil-fuel dependence, routine landfill dependence, routine toxic-material dependence, and routine disposable design is no longer accepted inside 7YOC operations.
The standard becomes:
No routine fossil fuel use where a practical clean alternative exists.
No routine single-use packaging where reusable systems can work.
No routine landfill disposal where recovery, reuse, composting, repair, or recycling is available.
No routine purchase of toxic or non-repairable products where safer alternatives exist.
No routine construction using high-harm materials without a lower-harm design review.
No routine financial relationship with institutions funding planetary destruction where better community-based or mission-aligned alternatives exist.
This is the "old system is no longer normal" year.
2035: 95%+ Reduction
By 2035, 7YOC will have achieved 95% or more reduction in controlled emissions and destructive material flows.
At that point, the remaining work will be the hardest work: embedded supply chains, industrial materials, regional infrastructure, aviation, medical equipment, specialized technology, grid limitations, and legacy systems that communities cannot replace alone.
But by then, 7YOC will have enough proof, people, data, legitimacy, and infrastructure to pressure suppliers, cities, counties, states, schools, universities, and public agencies to match the standard.
This is the "community proof becomes public pressure" year.
IV. The Sector Plan
1. Food: Nutrition HUBS as Climate Infrastructure
Nutrition HUBS are not simply meal programs.
They are climate infrastructure, health infrastructure, anti-poverty infrastructure, farmer-support infrastructure, and waste-reduction infrastructure. They are also where a person who ran a federal nutrition or logistics program can pick the work back up in their own neighborhood on day one.
The EPA's Wasted Food Scale prioritizes preventing wasted food, donating and up-cycling food, and using food for its intended purpose, feeding people, while land-filling, incinerating, and sending food down the drain have the highest environmental impacts and lowest circular value. (US EPA)
7YOC Nutrition HUBS become food-system engines that:
Recover edible food before it becomes waste.
Purchase from regional farmers.
Support Black farmers, Indigenous farmers, small farmers, and regenerative growers.
Create affordable, nutritious meals.
Reduce hunger.
Reduce landfill methane.
Compost unavoidable scraps.
Use reusable containers.
Lower food miles where possible.
Train young people in cooking, logistics, nutrition, farming, food safety, and climate accounting.
The target:
By 2029, every Nutrition HUB diverts at least 75% of its food-related waste away from landfill.
By 2032, every Nutrition HUB has reached 90%+ landfill diversion.
By 2035, every Nutrition HUB operates as close to zero-waste as legally and technically possible.
Food is where 7YOC can prove that climate action can feed people today.
2. Housing: Permanently Affordable, Low-Harm Living Grounds
Housing cannot be green if it is unaffordable. Housing cannot be green if it displaces people. Housing cannot be green if it poisons residents, workers, soil, air, or water.
The people who ran housing authorities know exactly how to stand this up. 7YOC housing should prioritize:
Retrofit first.
Reuse existing buildings.
Repair abandoned or unfinished structures.
Use low-carbon and non-toxic materials.
Avoid unnecessary demolition.
Design for passive heating and cooling.
Use renewable power where possible.
Build for durability.
Build for repair.
Build for inter-generational living.
Protect tree canopy.
Capture water where legal. Help make it legal.
Reduce heat-island effects.
Create shared kitchens, gardens, laundries, tool libraries, and transportation links.
The target:
By 2028, every 7YOC housing project completes a materials and energy harm review.
By 2030, every new 7YOC housing project follows a low-carbon, non-toxic, repairable design standard.
By 2032, 7YOC housing operates at least 85% below conventional fossil-energy and waste intensity wherever the grid, building code, and site conditions allow.
The principle:
A home should protect the people inside it and the living world around it.
3. Energy: Community Power Without Fossil Dependence
7YOC pursues clean electricity with urgency.
The strategy:
Efficiency first.
Weatherization second.
Electrification third.
Renewable power fourth.
Storage and resilience fifth.
This order matters because the cleanest energy is the energy a community does not waste.
7YOC energy teams:
Audit every building.
Seal leaks.
Improve insulation.
Install smart controls where appropriate.
Shift lighting to LEDs.
Move cooking, heating, and water heating toward electric systems.
Use rooftop solar where feasible.
Join community solar where available.
Negotiate clean-power purchasing.
Develop battery backup for critical care facilities.
Protect elders, disabled people, children, and medically vulnerable residents during heat, smoke, and outages.
The target:
By 2028, every 7YOC site has an energy audit.
By 2030, 7YOC-controlled electricity is 80 to 100% renewable wherever we build it.
By 2032, 7YOC eliminates routine fossil-fuel energy use in buildings wherever practical alternatives exist.
Energy is not only a climate issue.
It is a survival issue.
4. Transportation: Fewer Miles, Cleaner Miles, Shared Miles
Transportation is not solved only by electric cars.
A just transportation system reduces the need for unnecessary trips.
7YOC transportation prioritizes:
Local access to food, care, work, education, and services.
Shared delivery routes.
Community shuttles.
Bike repair and e-bike programs.
Walkable access.
EV transition where feasible.
Efficient routing.
Reduced empty trips.
Coordinated elder and family transportation.
Food delivery linked to Nutrition HUBS.
Repair-first vehicle maintenance.
Diesel and gas phase-down plans.
The target:
By 2028, we've reduced avoidable 7YOC vehicle miles by 25%.
By 2030, we've reduced fossil-fuel transportation emissions by 50 to 60%.
By 2032, we've reduced fossil-fuel transportation emissions by 80% or more in controlled operations.
The principle:
The cleanest mile is the mile no one had to drive because the community finally provided what people needed nearby or it's delivered with a zero emission vehicle. We travel in groups to combine resources.
5. Materials: C2C Everything
C2C is the 7YOC build rule.
Every product is judged by:
Material health.
Circularity.
Climate impact.
Water and soil impact.
Worker dignity.
Repairability.
Reusability.
Toxicity.
End-of-life pathway.
Local availability.
Cost over time, not only purchase price.
7YOC creates a procurement system with four categories:
Preferred: certified C2C, non-toxic, repairable, reusable, renewable, recycled, recyclable, compostable, fair-labor, low-carbon.
Acceptable: lower-harm products with a clear repair or reuse pathway.
Temporary: necessary products that fail the preferred standard but have no realistic replacement yet. These receive a phase-out date.
Rejected: products that are toxic, disposable, exploitative, unrecyclable, unnecessary, or designed for planned obsolescence when alternatives exist.
The target:
By 2027, all major purchases are screened.
By 2029, 75% of major purchases meet preferred or acceptable standards.
By 2032, 95% of major purchases meet preferred or acceptable standards.
The principle:
Nothing enters the 7YOC system without an exit plan.
6. Waste: Zero Landfill as a Design Challenge
Waste is not a disposal problem.
Waste is a design failure.
7YOC treats landfill use as evidence that something upstream needs redesign.
The waste hierarchy:
Prevent.
Reuse.
Repair.
Share.
Refill.
Recover.
Upcycle.
Compost.
Recycle.
Use landfill only when no better option exists.
The target:
By 2027, we've reduced landfill waste by 25%.
By 2029, we've reduced landfill waste by 60%.
By 2032, we've reduced landfill waste by 90%.
By 2035, we'll have approached zero-landfill operations.
Every 7YOC site has:
A repair shelf.
A reusable container system.
A compost system.
A recycling system.
A materials audit.
A waste dashboard.
A youth waste-reduction team.
A supplier-return policy where possible.
The principle:
If we cannot responsibly handle the end of a product's life, we question whether it belongs in our life at all.
7. Water: Every Site Becomes a Watershed Steward
The ocean absorbs roughly 30% of the carbon dioxide released into the atmosphere, and NOAA explains that ocean acidification is caused primarily by the ocean's uptake of atmospheric CO₂. (NOAA) That means every land-based decision is also an ocean decision.
7YOC water teams should:
Reduce water waste.
Install efficient fixtures.
Capture rainwater where legal.
Use grey water where legal.
Protect storm drains.
Prevent chemical runoff.
Build rain gardens.
Restore soil absorption.
Test local waterways with qualified partners.
Educate households on water-safe cleaning and gardening.
Connect rivers, streets, kitchens, farms, and oceans in public education.
The target:
By 2028, every 7YOC site has a water stewardship plan.
By 2030, every site has reduced water waste by at least 30% where baseline use allows.
By 2032, every site manages storm water, runoff, and soil moisture as part of a climate resilience strategy.
The principle:
Every drain leads somewhere. Every chemical goes somewhere. Every careless system eventually reaches a body.
8. Land, Trees, Soil, and Biodiversity
Trees are not decoration.
Trees are shade, cooling, habitat, storm water management, soil protection, carbon storage, beauty, memory, and public health infrastructure.
7YOC land teams will practice using the following activities and other positive similar ones:
Plant native and climate-appropriate trees.
Protect existing mature trees.
Build pollinator corridors.
Restore soil.
Reduce pesticides.
Map heat islands.
Build shade plans.
Support community gardens.
Support local farms.
Create habitat pockets.
Use compost.
Protect elders and children from heat.
Track biodiversity indicators.
Indigenous and local knowledge is treated with respect, consent, relationship, and proper credit, and it is honored here as part of the foundation this plan names at the front, not as an add-on. The target:
By 2028, every 7YOC site should have a living-systems plan.
By 2030, every site should increase shade, habitat, soil health, or biodiversity value.
By 2032, every 7YOC site, wherever possible, functions as part of a larger ecological corridor.
The principle:
If a site serves humans but harms every other form of life, the design is incomplete.
9. Planet Ocean: From Awareness to Protection
Planet Ocean is not separate from community life.
Food systems affect the ocean. Transportation affects the ocean. Plastic affects the ocean. Carbon affects the ocean. Storm drains affect the ocean. Rivers affect the ocean. Fishing, shipping, tourism, and ports affect the ocean.
7YOC should create Planet Ocean Teams of 7 focused on:
Whale-strike prevention.
Plastic reduction.
Coastal cleanup.
Harbor education.
Marine-life alerts.
Storm-drain protection.
Kelp and coastal ecosystem education.
Water-quality monitoring with qualified partners.
Reusable packaging transitions.
School-based ocean literacy.
Community pressure for slower, safer marine transportation.
The target:
By 2028, 7YOC has launched pilot Planet Ocean teams in coastal and river-connected communities.
By 2030, 7YOC has created public ocean-impact dashboards for food, plastic, transportation, and water.
By 2032, 7YOC has integrated Planet Ocean standards into every Nutrition HUB, transportation plan, packaging system, and water plan.
The principle:
A whale should not die because humans refused to slow down. An ocean should not acidify because humans refused to change. A beach should not become a landfill because humans called convenience a necessity.
10. Care Systems as Climate Systems
Climate collapse is not only measured in temperature.
It is measured in asthma. Heat illness. Food insecurity. Elder isolation. Disability risk. Storm displacement. Debt. Mental-health strain. School instability. Caregiver exhaustion.
Therefore, Healing Houses, ElderLife, FamilyLife, childcare, eldercare, and disability support are climate infrastructure.
They help people survive the transition.
7YOC care systems, amongst other things:
Identify heat-vulnerable elders.
Create smoke and air-quality response plans.
Provide cooling support.
Coordinate transportation.
Distribute healthy meals.
Support caregivers.
Train youth in care work.
Build community emergency lists.
Provide trauma-informed support.
Help families reduce energy, food, transportation, and care burdens.
The target:
By 2027, every 7YOC community has a climate-care registry for elders, disabled people, young children, and medically vulnerable residents who choose to participate.
By 2030, every 7YOC care site has a heat, smoke, outage, food, and transportation response plan.
By 2032, care systems are integrated with food, energy, housing, and transportation systems.
The principle:
A green future that abandons vulnerable people is not green.
V. Teams of 7: The Human Engine
The reason 7YOC can move faster than government is that it organizes people into practical teams, and the first people it calls are those who already built and ran systems at scale and are now without work or working part-time. They do not need to learn something new. They hand their own experience back to their own community and own it this time.
The post is a seat, and the seat is theirs
A place on a Team of 7 is not a task. It is a post.
A post is a standing seat with a seven-year term, matched to the life of the platform. We build it this way on purpose. A ninety-day gig would treat these builders like temporary help. A seven-year post treats them like founders of the system they are building, because that is what they are.
The first people we call to fill these seats are the experienced federal workers the layoffs set aside. They ran nutrition programs, housing authorities, logistics, supply movement, grants, and compliance at national scale. They do not start over. They pick their own work back up, in their own community, and own it this time.
Expertise here is earned through the work and the years, not proven by a diploma at the door. Some who fill these seats will arrive with advanced degrees. Many will not. Both are honored the same, because both build the same systems and carry the same accountability. The federal worker who ran a regional food program without a college degree holds as much standing on a Nutrition HUB team as anyone. Agency comes from doing the work well over time, and we grant it plainly.
Alongside the experienced builders, we train people from the participating communities into these seats. A post is where a community member stabilizes, earns, builds, and grows into leading. Over seven years, the person trained in year one becomes the expert who trains year five. That is the point.
Each environmental Team of 7 has:
Team Lead: keeps mission and accountability clear.
Resource Lead: finds tools, funding, supplies, permissions, and partners.
Engineer / Builder: designs or builds the solution.
Business / Impact Analyst: tracks cost, savings, emissions, waste, and outcomes.
Subject Matter Expert: brings scientific, technical, Indigenous, local, or professional knowledge.
IT / Communications Lead: builds dashboards, maps, videos, alerts, and public education.
Research / Supply Lead: verifies data, sources materials, tracks regulations, and documents lessons.
The work moves in 90-day learning cycles
The seat is seven years. The work inside it moves in ninety-day learning cycles.
A living system does not get fixed in ninety days, and we do not claim it does. What ninety days can honestly produce is a first loop: identify one issue, design a fix, and begin testing it. Real repair takes longer, and it takes more than one loop. So each cycle is a learning cycle. The team names one harm, builds a fix to try, tests it, and publishes what it learned, whether the fix worked, needs adjustment, or needs to be replaced with a better one.
That honesty is also what makes the community fundable. Climate money follows verified, recent results, and a ninety-day learning cycle produces exactly that, quarter after quarter: a documented attempt, a real measurement, and an honest account of what to try next.
Each ninety-day cycle, a team chooses:
One living system.
One local harm.
One measurable repair goal to work toward.
One fix to design and begin testing.
One public dashboard.
One record of what was learned, to carry into the next cycle.

The United States has entered a period of federal climate volatility. In February 2026, the EPA announced what it called the "single largest deregulatory action in U.S. history," including elimination of the 2009 greenhouse gas endangerment finding and subsequent vehicle greenhouse gas standards; AP and Reuters also reported the revocation of the finding as a major rollback of the legal basis for U.S. climate regulation. That does not mean communities are powerless.
It means communities must stop waiting for permission. It also means the very workers who once carried out federal programs are now free to carry them out for their own communities instead.
The 7YOC response is not panic.
The 7YOC response is organized replacement.
If national policy protects polluters, communities must protect life. If federal systems slow down, local systems must speed up. If regulation weakens, community standards must strengthen. If public trust collapses, transparent local accounting must rise. If corporations externalize harm, communities must internalize responsibility.
The no-delay doctrine is:
We cannot control every law today.
We can control what we build today.
We can control what we buy today.
We can control what we waste today.
We can control what we teach today.
We can control what we measure today.
We can control who we organize today.
That is the head start.
We cannot waste it, and we have the people to seize it.

It needs honesty.
IX. The 7YOC Green Constitution
This is the foundation. Everything earlier in this plan is the practical work these commitments require, and everything named at the front, the Indigenous stewardship this platform is grounded in and the reason 7YOC exists at all, lives here. The following commitments govern every 7YOC project.
We do not call delay realism. Delay is a political choice. Delay is an economic choice. Delay is a moral choice. When people know harm is happening and refuse to change, delay becomes participation in harm.
We do not call extraction development. A system that destroys soil, poisons water, overheats neighborhoods, underpays workers, wastes food, displaces families, and leaves children with fewer options is not development. It is extraction with better language.
We do not call something green because it is less bad. Less harm may be a transition step. It is not the destination.
We will do everything possible to not sacrifice poor and working people for climate goals. A climate plan that raises costs, displaces families, ignores workers, or abandons elders will fail morally and politically.
We measure what matters. Carbon matters. So do asthma, heat, hunger, water, soil, wages, housing, biodiversity, waste, care, and dignity.
We use science and lived knowledge together. Scientists can measure what communities experience. Communities can reveal what institutions miss. Indigenous and local knowledge, which grounds this entire platform, must be respected through consent, relationship, credit, and sovereignty.
We build replacement systems. Protest tells the truth about what must stop. Replacement systems show people how to live differently.
We make youth central without making youth responsible for adult failure. Young people should lead, build, critique, design, measure, and imagine. But adults must provide protection, resources, accountability, and infrastructure.
We will protect the living world as community. Children, animals, trees, rivers, oceans, soil, insects, birds, elders, workers, and future generations are not separate concerns. They are one living relationship.
We will begin now. Not when the election is over. Not when the market approves. Not when polluters behave. Not when institutions feel ready. Now.
X. The Final 7YOC Target Statement
By 2030, 7YOC has worked to reduce controlled emissions by at least 60% and continues to do so.
By 2032, 7YOC works and continues to reduce controlled emissions by at least 85%.
By 2035, 7YOC has worked to and continues to reduce controlled emissions and destructive material flows by at least 95%.
The permanent goal is 100% green living across every area of community life.
We reach it by putting people back to work and listening to our people as they learn. We will pursue this through Nutrition HUBS, permanently affordable housing, local transportation, community energy, care systems, Healing Houses, ElderLife, FamilyLife, Cradle-to-Cradle materials, youth Teams of 7, land repair, water stewardship, Planet Ocean protection, cooperative finance, and public accountability, staffed first by the experienced workforce that is idling right now, and grounded in the Indigenous stewardship that taught right relationship with the living world long before any of us arrived.
This is not a dream of escape from the world.
It is a plan to re-enter right relationship with the world.
For the children who deserve clean air. For the animals who cannot vote against extinction. For the trees that cool our neighborhoods without asking for anything back. For the ocean that has absorbed our excess and is still being asked to carry more. For the workers who deserve a transition that gives them dignity, not displacement, starting with the ones the old system just set aside. For the elders who should not be left alone in heat, smoke, hunger, or fear. For the young people who told the truth before adults were ready to hear it. For the communities that have waited long enough.
Seven Years of Change begins with one claim:
People can no longer wait for broken systems to become kind.
People can organize better systems now. We do when we need to.
Seven people. One living system. One repair mission. A seven-year post. Ninety days to identify one issue, design a fix, and begin testing it. Every community. Every day. Seven years.
